There are important issues to be addressed by the IS program that do not need or lend themselves to pilot projects. These are:

1. community development and the engagement of women and youth which should be central to the relevant pilot projects and other program activities;
2. the upgrading of infrastructure and services in existing IS, which is central to the improvement of environmental health, wellbeing and productivity;
3. accessible and affordable housing finance for low-income householders that is demand-based and responsive to borrowers with irregular income sources;
4. Abandon the term’ Informal settlements, which has counter-productive pejorative overtones.
